About Us


Asan Khedmat is a one-stop shop for public services based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the ASAN Services will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan.


The vision of “Asan Khedmat” is to create an easy access for citizens and businesses to efficient and transparent public services and establish trust to government. “Asan Khedmat” aspires to:

  • Become a one-stop shop for as many government services as possible;
  • Simplify lengthy, time consuming, complicated and bureaucratic processes;
  • Ensure transparency and accountability with the help of capable and trained human resources;
  • Enhance service delivery to the private sector and thus improve business environment;
  • Become an e-Government platform providing e-services to citizen and businesses.


People visiting “Asan Khedmat” will be able to receive their passports, IDs, marriage and birth certificates, work permits, visa extensions and other services right in one building, and pay all government dues and fees at the same place. Service level to visitors will be measured and evaluated constantly in order to keep up with the standards of the high-quality customer service. A Call Centre will be established to provide the population with real-time information about the services provided in the Asan Khedmat service centers or online in the Asan Khedmat website. Ensuring high “customer satisfaction” will strengthen the trust of people in government and eliminate the red-tape for businesses. Simplified procedures will also help to increase the confidence of investors and businesses in the government institutions, curb corruption and improve government’s ability to collect revenue and taxes


The Asan Khedmat customer service is built around the service centers with an architecture emphasizing brightness, transparency, and efficiency, where public and private services for citizens and businesses are delivered under one roof. Services are rendered by the employees of the respective government agencies who pass a rigorous training program and adopt an “Asan Khedmat” service standards. In addition to physically visiting service centers in Kabul and the regions, people and businesses will be able to receive information on the services via the call center, website and social media, as well as order personalized mobile service delivery of some services to their workplace, offices or residence

Organizational Structure

The determination is to prioritize the delivery of quality public services by creating a dedicated authority for the establishment, support, monitoring, and control of the Asan Khedmat service centers. To have a responsive organizational structure for this national level institution, it is required that an inclusive structure be developed to lead, manage and supervise the Asan Khedmat centers in the capital as well as in the regions and provinces.

The Asan Khedmat Services Center

The Asan Khedmat services center will be the operative area where representatives from the various government agencies offer their services. Various services will be delivered under one roof where the front office is in direct contact with the citizen. The citizen on entering the center registers for the

respective service in the queuing system either with the aid of the help desk or via the electronic queuing machines. The operative staff of the center will consist of permanent Asan Khedmat employees, of volunteers who will enjoy the benefits of the training program, and the staff of the service delivering agency (e.g. the Ministry of Interior), who are likewise trained by Asan Khedmat. Along with the public service deliverer, the private sector is encouraged to offer their services in the center.

Road Map and Timeline

The implementation of Asan Khedmat will be accomplished in 5 phases:

  • Preliminary phase
  • Phase I
  • Phase II
  • Phase III
  • Phase IV

Preliminary Phase

The preliminary phase includes preparatory measures for the kick-off of the project, piloting and proof-of-concept by the end of 2016 (completed)

  • Technical, social, legal assessment jointly with experts from Azerbaijan
  • Presentation of the concept to the Ministerial High Economic Commission (concept approved)
  • Recruitment of project staff and creating office space
  • Creating concept and planning documents
  • Formulating MoU document acceptable for both sides (signed)
  • Choosing construction site for the admin building and the first Asan Khedmat services center
  • Assess public services online survey for Phase I
  • Design of the admin building and first services center
  • Define methodology for simplification and integration of public Services
  • Define methodology for transferring and adapting Software
  • Pilot for proof-of-concept

Phase I

At the completion of Phase I by 2017 a fully functional administrative building and a first service centre shall be ready to commence work

  • Conclude the construction of the administrative building and the building for the first Asan Khedmat service center bin Kabul
  • Analyze, propose simplification and supervise the implementation of the simplification and integration of 15 to 25 public services which are to be included in Phase I
  • Adapt administrative and operative software
  • Create ICT infrastructure
  • Create training team
  • Create managerial structures
  • Train management staff
  • Recruit operative personnel
  • Train the operative personnel for the service center including the staff of the service deliverer
  • Overall readiness of the service center to deliver government services for the public
  • Plan and basic preparations for further centers in Kabul and regional centers

Phase II

This phase consists mainly of adding 3 Kabul central branches and 2 regional branches and developing a seamless operation of the existing service centers by the end of 2018

    The following centers are planned to be created during Phase II:

  • Asan Khedmat Center in Khair Khana Mina (TBI)
  • Asan Khedmat Center in Khoshal Khan Mina (TBI)
  • Asan Khedmat Center in Ahamad Shah Baba Mina (TBI)
  • Asan Khedmat Center in Jade Pul-e-Sorkh (TBI)
  • Plan and basic preparation of further regional centers

Phase III

This phase consists mainly of adding remaining regional service centers and of further developing the operation in the centers

    The following centers are planned to be created during Phase III:

  • Asan Khedmat Center in Mazare Sharif
  • Asan Khedmat Center in Herat
  • Asan Khedmat Center in Kandahar
  • Asan Khedmat Center in Gardez
  • Asan Khedmat Center in Jalalabad
  • Asan Khedmat Center in Kunduz

Phase IV

This phase consists mainly of adding provincial service centers and of further developing the operation in the centers.

    The following centers are planned to be created during Phase IV:

  • Khost, Ghazni, Fayzabad, Farah, Charikar, Chaghcharan
  • Bazarak, Bamyan, Zaranj, Tarinkot, Talogan, Sheberghan,
  • Sharana, Sar-e-Pol, Samangan, Qalat, Qala I Naw, Puli
  • Khumri, Pul-i-Alam, Parun, Nili, Mihtarlam, Maymana,
  • Maidan Shar, Mahmud-i-Raqi, Lashkar Gah and Asadabad.
