    Human Resources and Training:

    The success of the Asan Khedmat model is dependent on the quality of the managerial and operative staff. The objective of this component is the recruitment and development of human resources. Continual training of the Asan core staff and the staff of the service deliverer is central to the concept of Asan Khedmat. A strict code of conduct and an elaborate monitoring and appraisal system will help improve the standard of service delivery. The principles developed and applied by ASAN in Azerbaijan will serve as a blueprint. The component encompasses the following activities. .

    • Develop recruitment strategies and a refined code of conduct both for the Asan Khedmat permanent staff as well as well as the civil servants representing the service delivering agencies
    • Define organizational structure of the Asan Khedmat Service Authority and the services centers
    • Develop training curricula and establish training facilities and build training capacity
    • Develop appraisal system to continually improve service delivery
    • Recruit staff in accordance with the strategies and regulations
    • Train Asan Khedmat permanent staff and the civil servants representing the service delivering agencies

    Training and Department

    AIM: To enhance the capacity of stockholder employee’s in order to achieve their tasks accurately and formation of necessary skills and abilities for achieving the highest rate of citizen satisfaction with public services. The training program will bring remarkable positive changes in their related departments.

    Training and type of the training

    Mandatory training:

    every internal, external employee those working under the Asan Khedmat roof must participate in below training, Ethical behavior and improvement of good communication Conflict management Stress management and Psychological Asan Khedmat Value Sexual Harassment, Do not harm, conflict of interest

    IT, HR, Protocoled, Administrative, Change Management and public relation

    Training Methodologies:

    Asan Khedmat training department always focusing on adult education, in many workshops, training and seminars we are using Adult education system, this system is completely participatory methodologies with several facilitation ways, each has certain advantages and disadvantages, every trainer select the method based on subject and training environment, and he/she has to select the most effective methods

    Workshops for employees of service delivering agencies Employees from MoLSAMD, MoF, MoIA, etc. have been in the venue of Asan Khedmat for a one-day workshop to get acquainted with the concept of Asan Khedmat. Altogether 300 civil servants from 8 different government entities have been trained. Completed
    Training for MoLSAMD and Passport Directorate Asan Khedmat has developed software for MoLSAMD and the Passport Directorate. The deployment of the software is accompanied by extensive training. Ready to be deployed

  • Process & simplifications

    This component is led by the objective to simplify lengthy, time consuming and complicated bureaucratic processes of selected public services with the goal to (partially) digitize and integrate the public service in the service center.

  • Public relations & communication

    The relations to international and national institutions on the one hand and outreach to the general public on the other hand, are important cornerstones of Asan Khedmat.

  • Legal Policy and Strategy

    This component comprises activities which lay down the legal and strategic basis for a seamless functioning of Asan Khedmat. The simplification of public processes needs focused legal supervision.

  • Engineering and AK centres

    Asan Khedmat is constructing a building that will house the Asan Khedmat service center, and the Administrative Office of Asan Khedmat, the parent organization for all Asan Khedmat centers.
