About Asan Khedmat-MCIT:

The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Communication, Information Technology (MCIT), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The center will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan.The government of Azerbaijan will provide technical support in all aspects of this initiative. The development and implementation of the initiative will involve:

  • Construction of an administration building and the Asan Khedmat Centers in Kabul and throughout the country.
  • Training
  • Administrative structures and capacity building
  • Information Technology
  • Process simplification of public services

Job Description

The Procurement Specialist will work closely with the Operation team; and she/he will be responsible for ensuring that all procurements are performed in compliance with Asan Khedmat and MCIT policy and procedures, guiding and will perform any other tasks assigned by the Deputy director/ Director of Asan Khedmat.

  • Good understanding of Afghanistan procurement law , procedure , techniques and practices.
  • Ability to obtain information, clarification and agreement on terms of contracts and/or specification requirements; demonstrated ability to apply good judgment in the context of assignments given.
  • Prepare and update procurement plan and procurement monitoring plan.
  • The procurement specialist shall assess/provide assistance for the evaluation of bids/proposals and preparation of standard evaluation reports and shall review the completeness of the documents before submission of the document for approval.
  • The procurement specialist shall prepare and review not only the procurement documents, but also support/review the preparation of the technical specifications, BOQs, TORs, etc. of the bidding documents/RFPs and ensure the consistency of these sections with the other sections of the bidding documents/RFPs and make necessary recommendations for changes/or make the changes where required.
  • Prepare Expressions of Interest and Special Procurement Notices; liaising with required authorities for their publication; and ensuring that the appropriate documentation is placed on relevant websites, any other publications, and filing system as required.
  • Guide, review and clear all bid evaluation reports prior to submission for approval.
  • Overall implementation of the projects procurement and ensuring smooth implementation of each activity according to the Projects Implementation and procurement plan;
  • Maintains smooth coordination of project procurement activities, and be responsible for following up with the relevant components and ministries departments on the achievement of all project targets;
  • Ensures the maintenance of project and contract administration records and the submission of reports;
  • Ensures that the Asan Khedmat Procurement is in compliance with all legal covenants of the projects;
  • Proposes necessary steps or measures to overcome any critical delays to the completion of the projects procurement activities;
  • Maintains official project records; establish a proper filing system for all relevant procurement documents and prepare needed reports and documents;
  • Provides technical assistance for the implementation of the various procurement activities and shall be directly responsible for the day to day management of the Procurement Section;
  • Undertakes management tasks as deemed necessary in support of rapid procurement delivery and to implement tasks as assigned by the Asan Khedmat leadership.
  • Maintain a proper and well function contract management system for all the contract signed by the project, and regularly inform relevant components for the end contract date, and taking relatively on time actions for contract amendment and document preparation.
  • Making sure that all procurement steps are in full compliance with procurement regulations;
  • Perform any other tasks assigned by his/her direct supervisor.

Job Requirements:

Following experience and qualifications are required for this position:

  • Bachelor degree with 4 years of relevant experience is required in Business Administration, Public Administration.
  • 2 years of experience in government owned entities can be consider.
  • Previous work experience in the government sector.Strong interpersonal skills
  • Proficiency in the 3 languages English, Dari and Pushto
  • Excellent written Dari / Pushto
  • Experience with MS Office
  • Experience with project management tools
  • Ability to travel in Afghanistan and abroad as may be required.
