About Asan Khedmat

The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Finance (MoF), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The center will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan. The government of Azerbaijan will provide technical support in all aspects of this initiative. The development and implementation of the initiative will involve: Construction of an administration building and the Asan Khedmat Centers in Kabul and throughout the country. Training. Administrative structures and capacity building. Information Technology. Process simplification of public services.

Job Description

Summary of the position:

The Financial Management Specialist will be responsible for day to day financial related tasks, making sure of documentation financial issues of the Asan Khedmat. He/She will be reporting and assisting the Operation Manager. In addition that will assist the assessment during the Afghan government processes and contribute to the field operation work.

Duties and Responsibilities:

The Financial Management Specialist will be responsible for the following duties and responsibilities:

  • Prepare Accounting Manual as per need of the Asan Khedmat and train program staffs in adopting in accounting and financial monitoring system.
  • Establish a professional electronics as well as a manual filing system to maintain accurate and updated accounting records and documents, including all transaction vouchers, ledgers, bank statements, agreements, receipts etc.
  • Integrate financial procedures and systems with the (AFMIS), planning to developed and track program progress and management performance.
  • Planning and budgeting for the project program, taking the lead role in the financial plan and budgets and ensuring that the assumptions, parameters, guidelines and policies in planning are complied with; and Asan Khedmat.
  • Review and monitors project performance and make recommendation to improve performance in relation to Financial Management.
  • Preparation of allotment documents (B-27/PCS) for obtaining allotment for the project.
  • Preparing financial reports for the concerned departments of MoF.
  • - Responsible to establish a sound working relationship with the relevant ministry
  • - Assist and manage to establish an effective Financial Monitoring Reporting mechanism.
  • Prepare various financial statements and financial reports on a time bound basis. The reports form part of an overall AFMIS which caters to needs of Ministry of Finance.
  • Assist the Finance Team in preparation and processing of the financial forms on a timely basis to avoid any delays.
  • - Assist in establishing a professional Financial Management and Accounting database system for the department especially in managing the Asan Khedmat accounting system according to the best practices.

Job Requirements:

The successful candidate should possess the following experience and qualifications:

Master degree is required in Business Administration, Economics with at least 3 years of professional experience and 2 years of experience in administration of project and daily operations of Government of Afghanistan Bachelor degree with At least 4 years of professional experience.

Skills and Competencies:

  • Operational knowledge in accounting software will be an added advantage, but not mandatory.
  • Familiarity with government Financial Management system is plus.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Skill in organizing resources and establishing priorities.
  • Conflict resolution and/or mediation skills.
  • Knowledge of administrative policies and procedures as applied to Asan Khedmat.
  • Knowledge of Dari or Pashto and English languages are required.
