About Asan Khedmat:

The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Finance (MoF), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The centers will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan. Asan Khedmat is based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the government of Azerbaijan will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan. Ministry of Finance would like to recruit a qualified individual for the position of a database developer for the Asan Khedmat Program at the Ministry of Finance of Islamic Republic of Afghanistan with the following duties and responsibilities.

Job Description:

-Develops software solutions by studying needs; conferring with users; studying systems flow, data usage, and work processes; investigating problem areas; following the software development lifecycle
-Determines operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions
-Develops specifications and determines operational feasibility
-Integrates software components into a fully functional software system
-Develops software verification plans and quality assurance procedures
-Documents and demonstrates solutions by developing documentation, flowcharts, layouts, diagrams, charts, code comments
-Prepares and installs solutions by determining and designing system specifications, standards, and programming
-Improves operations by conducting systems analysis, recommending changes in policies and procedures
-Updates job knowledge by studying state-of-the-art development tools, programming techniques, and computing equipment; participating in educational opportunities; reading professional publications; maintaining personal networks;
-Protects operations by keeping information confidential
-Provides information by collecting, analyzing, and summarizing development and service issues
-Supports and develops software engineers by providing advice, coaching and educational opportunities

Job Requirements:

The successful candidate should possess the following skills, experience and qualifications:
1- Masters Degree (MSc) in software engineering, computer science or related fields with solid foundation in software systems development, with strong competencies in data structures, algorithms and human centered design.
2- At least 8 years of professional work experience in software engineering.
3- Deep technical knowledge of enterprise systems engineering
4- Hands on experience in designing and developing interactive applications.
5- Experience with test-driven development.
6- Technical coding skills with Python, C# asp.net, SQL server, Java, HTML5 and web technologies.
