About Asan Khedmat:

The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Finance (MoF), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The centers will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan. Asan Khedmat is based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the government of Azerbaijan will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan. Ministry of Finance would like to recruit a qualified individual for the position of a database developer for the Asan Khedmat Program at the Ministry of Finance of Islamic Republic of Afghanistan with the following duties and responsibilities.

Job Description:

The position involves supporting and assisting Asan Khedmat, and has the responsibility to study, analyze and simplify the present public services delivery system, with the aim to exclude redundant and unnecessary steps from the service delivery process, which make it lengthy and haphazard at present. The processes shall be redesigned and transformed to become more transparent and more efficient. Asan Khedmat plans to integrate a number of public services from different ministries/agencies under one roof, to be delivered to the citizens in a transparent and responsive manner.
The successful applicant will work with the Director of Asan Khedmat and will have full responsibility for the assessment and simplification of the procedures and processes of public services. The applicant will eventually be responsible for the monitoring and assessment of the Asan Khedmat operation and working closely with the Public Services Process Simplification Expert in order to achieve this.

Job Requirements:

-Working in collaboration with the Public services Process Simplification Expert he/she will Study, analyze and list the existing public service processes
-Study and analyze how to conduct the simplification of public service processes and how to integrate the traditional services in the Asan Khedmat Centers
-Prepare relevant documents and define a methodology for the simplification of public service processes
-Assist in the Conducting of Workshops/Seminars/Brainstorming sessions and Focus Group Discussions on the simplification, transformation and methodology
-Assist in the Coordinatation with the training and ICT departments, and relevant ministries, regarding the design for the simplification and eventually the automation of public service processes
-Assess and analyze which services should be integrated in the Asan Khedmat Centers based on the frequency of their use and their importance for the general public
-Assist in the Analyzing procedures and processes in view of simplification and computerization, in consultation with the Independent Administrative Reform and Civil Service Commission (IARCSC) and the Ministry of Communication and Information Technology (MCIT)
-Maintain and extend excellent contacts to public service deliverers in line ministries and state agencies
-Assist in implementing the simplification of procedures and processes in line ministries and state agencies
-Maintain close consultation with the State Agency for Public Service and Social Innovation in Azerbaijan
-Assist the Public Services Process Simplification Expert in any other assigned related tasks
