About Asan Khedmat:

The Government of Afghanistan has established a new initiative called Asan Khedmat, which operates under the auspices of the Ministry of Finance (MoF), and is a one-stop shop for public services. Asan Khedmat will contribute to improving the efficiency and effectiveness of the Afghan Government and enhance the responsiveness to the needs of the Afghan citizen. The centers will deliver quality services in an inexpensive and timely manner and improve the relation between the citizens and the government. The effect will be to strengthen the democratic system in Afghanistan. Asan Khedmat is based on the ASAN Services concept of Azerbaijan. The Memorandum of Understanding (MoU) between the Government of Afghanistan and the Government of Azerbaijan, provides that the government of Azerbaijan will provide technical support in all aspects of this initiative. This includes access to software solutions, sharing of strategic and legal documents, support regarding the organizational structure, as well as sharing training curricula and methodology. It is also agreed that Azerbaijan will provide access to their training facilities, during the development period in Afghanistan. Ministry of Finance would like to recruit a qualified individual for the position of a database developer for the Asan Khedmat Program at the Ministry of Finance of Islamic Republic of Afghanistan with the following duties and responsibilities.

Job Description:

Nature and Scope of Assignment
Asan Khedmat is looking for a qualified technical trainer to provide training on web and database development and training in applications developed by Asan Khedmat, in accordance with the Asan Khedmat course plan. The technical trainer will be responsible to provide basic and intermediate level trainings on the concepts of database and web development using .Net technologies and JavaScript for all the technical team of Asan Khedmat clients (government entities).
Duties and Responsibilities:
-Develop technical training packages in accordance with training standards of Asan Khedmat
-Deliver high quality technical trainings to Asan Khedmat personnel and Asan Khedmat clients (government entities)
-Develop, improve and update technical training materials
-Develop training manuals for systems developed by Asan Khedmat
-Deliver trainings for systems developed by Asan Khedmat to end-users
-Gather and understand the required training for systems technical and end-users
-Produce detailed documentation on technical specifications, user guide, challenges and lessons learned
-Training, coaching and hands on support provided to partners

Job Requirements:

Successful candidates should possess the following skills and qualifications:
1. Qualification:
1- University degree (BSc) in software engineering, computer science or related fields with solid foundation in software systems development.
2- At least 2 years of professional work experience in technical training specially in software design and development.
3- Web design and Database teaching experience.
4- Deep technical knowledge of interface and database design.
2. Technical Skills:
1- Technical coding skills with C# asp.net, SQL server, JavaScript, HTML5 and web technologies.
2- Test web pages and web application functionalities in variety of web browsers.
3- Develop dynamic websites that use MS SQL Server database.
4- Able to work with Microsoft Visual Studtio.NET 2013 and SQL server 2014.
5- Good class arrangement and management.
6- Good understanding of optimization and maintenance of software systems.
7- Good understanding of TSQL while teaching the database concept for technical users.
8- Communicate with clients, colleagues and students to troubleshoot and optimize performance.
3. Personal Attributes
Candidates must be patient, meticulous and logical in their work and capable of prioritizing tasks. Good problem-solving, analytical, administrative, organizational, communication and interpersonal skills are crucial.
